bluetooth speaker- can’t reset, will not unpair

I have a bluetooth speaker that I want to play from the bluetooth on my desktop.  The bluetooth in the computer is a new MPOW dongle because the desktop did not come with bluetooth built-in.   When I go to my settings, I see that this computer thinks the speaker is “paired”.   It doesn’t play any music that I start on this computer, so I figured maybe it’s still paired to my laptop or my phone- so I did the ‘Forget This Device’ on both of them.  Then I tried to unpair on the desktop, and it says Unpair Failed.  I’m lost.
Here’s what Amazon says I bought:  “Mpow Bluetooth Adapter for PC, USB Bluetooth 5.1 Dongle Support Windows 10/8.1/7, Linux for Desktop, Laptop, Mouse, Keyboard, Printers, Headsets, Speakers​”

Here’s the Zoeetree info from Amazon:  “ZoeeTree Wireless Bluetooth Speaker, Outdoor Portable Stereo Speaker with HD Audio, Portable Speaker Built-in Dual Driver Speakerphone, Bluetooth 4.2, Handsfree Calling, TF Card Slot”.  (BTW, the device has no reset button)

Any idea what’s wrong?  Is it a bluetooth compatibility issue?  Something else?
