Queued meaning while downloading means, the list of downloads you started are getting downloaded in a queue order.
Queued literally means the first started file will be downloaded first, after that second will get start to download.
See queued meaning in Gmail.
For example if you are downloading 5 files, if you see something like download queued. That means first file is downloading and all the four are in queue state. On completion of the first download file second get started.
