If you face please check the dialled number when your calling 1902 (AP spandana grievance cell), there may be two reasons for this.
Your current mobile network mein block this number. In that case you need to call your customer care centre of your mobile network and ask for the same.
second case is you may have previously called many times to the call centre (1902 spandana) may be the call centre itself may have blocked your number.
