Yes you need both Google app and Google Chrome separately because they are not one. Google is just a search engine which displays web search results.
While Google Chrome is the browser which actually display the search results ( which can open this websites and show to the user) .
For example if you have Google search app on your mobile and you uninstall Google Chrome. Now when you search something on Google it will display some search results, when you try to open any website, it will open on your Android default web browser or any other web browser what you have installed.
