YouTube views are counted as per the clicks it get. Not only clicks but if a user refreshes the video it also count as views. But you should know can refresh brings a lot of views on YouTube? .
So if you intentionally refresh heavy to page it won’t be counted as views. You stated that your channel got 1500 views and you want to monitise your channel. Your channel should have thousand subscribers and 4000 minutes of watch time. After this you need to enable monetization on your channel settings, it will go for review and once approved you may earn ad revenue.
how does youtube count views 2021, I too agree that video views are counted by clicks and refreshes. I got the same doubt like you, if one person watches the same youtube video twice, does it count it as one or two views? And I tested it too.
Youtube counts it as views but if we do it repeatedly it will come to know we are spamming. So it stops counting video views once for repeated refreshes.
For the question does looping count as views on youtube is No maybe. If you feel like youtube views count not updating, wait for some time or check next day.
