I too face the same issue that my new Android TV is not getting connected to the mobile hotspot or Wi-Fi. Some small research I have founder that due to the incorrect date and time TV won’t get connected to mobile hotspot or Wi-Fi.
So to fix the issue you need to click on your phone settings and then general settings for few TVS or system preferences or device settings, find date and time option and make sure that your date and time is up to date or corrected date.
Before, doing this the issue maybe regarding the password said to the mobile hotspot you can click on forgot network and again try to connect with the correct password.
