I have a Linksys EA7250 router. I’ve never had issues with this brand of routers before, but this one seems to have a quirk I can’t get around. Everything seems to work fine until I game with Xbox One. Some of the games (the ones that rely heavily on using my Microsoft Live account) won’t play because they say I’m having network problems. Testing the connection with the Xbox reports 100% packet loss, but testing through the router or speed tests don’t show this issue. My previous router didn’t have this problem, but I had to change routers because the WAN port died. Is the issue more likely to be my Xbox or my router, and if it’s the router, how can I fix it?

The problem can be most likely due to your router issues, while there are also chances for your Xbox to cause this issue. The packet loss occurs because your router is not allowing the Xbox to connect to the internet which can be due to ISP. Here are some possible fixes, If these solutions didn’t worked out for you, Try contacting Xbox or Linksys Router’s customer support.
METHOD 1 : HARD RESETTING YOUR XBOX AND ROUTER
METHOD 2: XBOX SETTINGS
METHOD 3: CHANGING DNS
METHOD 4: CHECK FOR ROUTER UPDATES
