There are many sites and apps you can use to create stickers. Here I’ll provide a link for an app in which you can create many stickers and also add special effects to it. You can add texts too.

After you have created the stickers, You’ll have an option to add it to Whatsapp. Later on, When you use WhatsApp, You can find them on the stickers option by clicking the emoji button and switching to stickers
