If you are CPC is low concentrate on the demographics. Countries like us UK Australian New Zealand will get higher CPC then other countries. So target the audience from those countries with the content what you post on your website.
Niche and keywords: basing upon your primary website category your CPC will vary. Some website niche like real estate, insurance or mortgage, bank loans etc. Do some keywords research it will help and you may get higher CPC on Google Adsense.
Traffic: when the website has very little traffic, with respect to that the CPC will be low.
So you must concentrate to get really high amount of traffic to your website so automatically your cpc is he will rise.
