Just like when we use SMS service out of the state where your sim card is registered, extra roaming charges used to apply likewise, you will get this error WhatsApp backup error you are currently roaming.
Just turn on mobile data when roaming, goto phone settings then sim card and data then sim and switch on data roaming.
As you observe in the image data roaming is disabled just turn it on so that you want this error.
