yes we can change the pixels of a picture or image,right by using paint software on windows computer,but by doing so,the quality of the image will be lost….
and can i know for what reason you want to change the pixels of your image?? do you want to upload to a particular website or something.Asking because at some sites there will be limit for maximum upload size (like 2mb) so…want you know your exact concern.So that i may help you.

Basically we are printing pictures for mobile covers so sometimes photo quality is not up-to the mark and we can’t print the desired picture.
So like if we could change pixel of a certain picture and print it to get a better version.

so basically you want high pixel photos i guess.For this you should use high resolution images.just by increasing or decreasing pixels(as you asked that we can change pixels of a picture) wont help you,it will definitely loose the quality of picture.As your requirement is for printing choosing a high quality picture will be fine……
