There are many terms used to describe an existing or a proposed language, and these classifications are overlapping and many times blurred. Some of the classifications are as below :
•• Procedure oriented language vs. Non-procedure oriented language
•• Problem oriented language, problem defining language, problem solving language
•• Application oriented language
•• Reference language, publication language, hardware language
Based on structure and usage of programming language, we classify them. One language may follow in more than one category too.

Yes. For example,
FORTRAN, COBOL, PL/I, Pascal, BASIC are all examples of procedure oriented language.
Non procedure language does not exist at present.
All programming language are problem oriented.
Sort and report generators are problem defining language.
All procedure oriented language are problem solving.
The language which is used for single application like LOGO is application oriented language.
