I too faced this issue that Instagram is not sending text messages, instead of that keeps showing as sending.
Actually thought that it would be my network issue so I switched between Wi-Fi and mobile data. But the problem is not with my my internet. It is just a network glitch from Instagram side. Maybe because of the heavy load on the Instagram servers.
I just waited for an hour and I take back and now the messages and texts are sending as usual.
Few steps you can try: Check if you have 7 internet connection and restart your mobile and switch between Wi-Fi and mobile data.
If we take a screenshot on Instagram will the other person know?
