To know the person whom you are talking on phone is texting any other person. Observe few things while you are on call with the other person, if there is delay from the other person responding to your words. Very short replies like ok,hmm,then etc.
There are some cases where you can hear the notification sounds if the person is texting someone else. I am not really sure about this but if you hear any notification sound and you can know the person is texting someone else while you are on call. By an interested conversation you can quickly say that the other person is engaged in some of the work that may be texting or something else.
