Yes, There are plenty of software available to create free intros both in Android and PC. For Android I prefer Power Director. There are many sites too for this purpose like flixpress which I’ve been using for a year now. They have many free intro templates available.
For adding Text To Voice in your videos, you can use apps like T2S and sites like http://www.fromtexttospeech.com/. I prefer to use this site because they provide more clear voice with correct pronunciation than T2S app.
If you are willing to pay for text to voice services you can get more realistic voices. That’s all. Hope it helps
