I saw few youtubers facing this issue of unable to upload thumbnail recently, when uploading a new video. even me too tried to upload a thumbnail, but cant because there isn’t a thumbnail option to upload.
But I found a way to upload thumbnail successfully, when you upload a new video to your YouTube channel, go with classic upload.
By skipping new YouTube studio uploading, opting to upload through YouTube Classic, made the trick for me. I saw thumbnail option, when i did this way. Hope this helps you, if you feel so you may share my answer.
