The only thing you can do, to recover permanently delete google photos after 60 days is, To submit a request form to Google Photos Support to recover them. If you feel those photos are really imprtant, you may give a try, but im not sure your Google photos may recover.
You can submit a form requesting to recover photos, by stating that the Photos are deleted even from Trash and it has been over 60 days.
I just saw another answer on how to recover permanently deleted Google Photos. There also someone mentioned the same solution.

First of all did you check the Google photos Bin folder ? There may be chance of having your deleted photos there. In that case you can easily recover them back. IF not you may apply the request form, requesting for recovery of delete photos.
